EDUCATION APPLICATION AND RESEARCH CENTER REGULATION
CHAPTER ONE
Purpose, Scope, Basis, and Definitions
Purpose
ARTICLE 1 - (1) The Regulation hereby is to regulate the principles and procedures of the Kazakh Culture and Education Application and Research Center, which was established under the Rectorate of Niğde Ömer Halisdemir University, regarding the purposes, fields of activity, administrative bodies, duties and working methods of the administrative bodies.
Scope
ARTICLE 2 - (1) This Regulation covers the provisions concerning the aims, fields of activity, management bodies, and the duties of the Kazakh Culture and Education Application and Research Center of Niğde Ömer Halisdemir University.
Basis
ARTICLE 3 - (1) This Regulation has been prepared per the subparagraph (2) and Article 14 of subparagraph (d) of the first paragraph of Article 7 of the Law of Higher Education dated 11/4/1981 and numbered 2547.
Definitions
ARTICLE 4 - (1) Definitions of terms in this Regulation are as follows;
a) Advisory Board: The Advisory Board of the Center.
b) Center (NÜKEM): Niğde Ömer Halisdemir University Kazakh Culture and Education Application and Research Center,
c) Director: The Director of the Center
d) Rector: The Rector of Niğde Ömer Halisdemir University,
e) University: Niğde Ömer Halisdemir University,
f) Board of Directors: The Board of Directors of the Center.

PART TWO
Purposes and Fields of Activity of the Center
Purposes of the center
ARTICLE 5 - (1) The objectives of the Center are as follows:
a) To address existing problems through interdisciplinary studies, taking into account Kazakh studies, which constitute an important part of Turkish science research; To examine the relation between Turkey and Kazakhstan Turks objectively with a diachronic perspective.
b) Kazakhstan, which is one of the important states of the Turkic World, is also one of the important centers of Turkishness. To be a pioneer in the formation of the tradition of important philosophers raised by Kazakh Turks in Kazakh and Kazakh Culture studies.
c) To collect the studies on Kazakh and Kazakhstan court conducted in Turkey and the world under a single roof and to organize scientific meetings at national/international levels.
d) To support and encourage the development of education in the Department of Contemporary Turkish Dialects and Literature established at the university, to encourage future research of Turkish dialects and cultures, especially Kazakhstan court and Kazakh Turkish, to support education and research projects on Kazakh Turkishness in the departments of Sociology, Turkish Language and Literature, History, Art History, Geography and International Relations active in the university.
e) To improve social and cultural relations between Turkey and Turkestan Turks, Kazakh Turks in particular.
Fields of activity of the Center
ARTICLE 6 - (1) The Center conducts the following activities to achieve the objectives set out in Article 5 of this Regulation:
a) To catalog the studies carried out on the Kazakhstan Field conducted in Turkey and the world.
b) To organize national and international meetings to determine the problems related to Kazakh studies.
c) To encourage studies at various levels to solve the problems identified.
d) To support scientific studies on the Turkestan region and surrounding cultures, especially Kazakh Turks.
e) To promote work towards Kazakhstan and Turks, to devise programs and projects for the increase of studies prepared on these subjects.
f) To contribute to the field studies, education, and training of the University's Contemporary Turkish Dialects and Literature, Turkish Language and Literature, Geography, Sociology, History, Art History and International Relations departments on Kazakh Turkish and its culture, to organize activities to increase students' field knowledge.
g) To encourage the development of scientific and academic cooperation between Kazakh Turks living in Kazakhstan and other countries and Niğde Ömer Halisdemir University or other Turkish universities; To this end, to contribute to the mobility of graduate and doctoral students, post-doctoral researchers and faculty members between the two countries.
h) To broadcast movies and TV programs about Turkestan, especially Kazakh Turks.
i) To provide consultancy services to those who want to receive education about the countries in Turkestan, especially Kazakhstan.
j) To provide resources for educators and professionals who will conduct research and investigation studies on the subject.
k) To organize conferences, seminars, competitions, congresses, symposiums and give awards.
l) To cooperate with national and international organizations in line with the aims of the center.
m) To support and develop the studies that are currently being carried out between the university and universities of Eurasian countries and Turkestan countries.
n) To provide research, investigation, consultancy and similar services to the institutions and organizations in the public and private sectors in the fields they need within the scope of the Center's field of work.
o) To carry out other studies per the purposes of the Center requested by the Board of Directors.
PART THREE
Managing Bodies of the Center and Their Duties
Managing bodies of the center
ARTICLE 7 - (1) The managing bodies of the Center are as follows:
a) Director,
b) Board of Directors,
c) Advisory Board.

ARTICLE 8 - (1) Director is appointed by the Rector from among the faculty members at the university for a three-year term of office. A Director whose term of office ends may be re-appointed. If the deputation continues for more than six months, a new Director is appointed. The Director is responsible for the regular implementation and development of the activities of the Center and is accountable to the Rector in this regard.
(2) Upon the proposal of the director, a maximum of two faculty members who are experts in their fields at the University are appointed by the Rector as deputy directors. Terms of office expire at the end of the principal's term of office. The assistant directors carry out the duties assigned to them by the Director. When the Director is absent, one of his deputies shall be nominated.
Duties of the Director
ARTICLE 9 - (1) The duties of the Director are as follows:
a) To represent the center.
b) To ensure that the activities of the Center are regularly conducted and improved,
c) To call a meeting of the Board of Directors, to prepare the agenda of meetings and preside the meetings, to implement the decisions of the Board of Directors.
d) To prepare the annual activity report of the center and the annual work schedule for the next year and submit it to the Rectorate as approved.
e) To invite the Advisory Board to an ordinary and, when necessary, extraordinary meeting.
Board of Directors
ARTICLE 10 - (1) Board of Directors consists of a total of five people, four of whom are the principal and at least three faculty members of the University. Members of the Board of Directors are appointed by the Rector for a three-year term of office. Members whose duty term expires may be reassigned.
(2) The Board of Directors convenes at least once every two months. Minutes of the Board of Directors are kept open for examination by the members of the Advisory Board, and one copy of these minutes are forwarded to the Rectorate and relevant academic units.
Duties of the Board of Directors
ARTICLE 11 - (1) The duties of the Board of Directors are as follows:
a) To make decisions on issues related to the operation and management of the center.
b) To discuss and decide on the annual activity report and annual work schedule of the center.
c) To take decisions on other issues related to research, publications, education and working fields,
d) To determine the scientific working groups and commissions to be established within the center.
e) To prepare the long-term scientific and administrative plan and program of the center and submit it to the Rectorate.
Advisory Board
ARTICLE 12 - (1) Advisory Board consists of a maximum of ten members from the University and other individual institutions and organizations that carry out studies in line with the fields of activity of the Center or are thought to contribute to the Center. Members of the Advisory Board are appointed by the Rector for three years. Members whose duty term expires may be reassigned.
(2) Advisory Board meets regularly once a year. If the Director deems necessary, he/she may call the Advisory Board for an extraordinary meeting.
Duties of the Advisory Board
ARTICLE 14 - (1) The duties of the Advisory Board are as follows:
a) To make suggestions to the Board of Directors by evaluating the long-term scientific activity plans.
b) To provide scientific and administrative knowledge, experience and suggestions to the center.
PART FOUR
Miscellaneous and Final Provisions
Need for the Staff
ARTICLE 14 - (1) The academic, technical and administrative staff needs of the center are met by the staff to be assigned by the Rector, per the 13th article of the Law numbered 2547, upon the request of the Director.
Effective Date
ARTICLE 19 - (1) This Regulation shall enter into force on the date of publication.
Enforcement
ARTICLE 16 - (1) The provisions of this Regulation are executed by the Rector of Niğde Ömer Halisdemir University.
